- Core functions of the Council Formulating recommendations and decisions: This council arranges appropriate recommendations agreed upon by the majority of its members, so that they can be submitted to the university presidency to obtain the necessary approvals for their implementation and adoption in accordance with ministerial and university laws and regulations. Problem solving and decision making: The council is the most important platform for discussing the challenges facing the college and making appropriate recommendations or decisions after obtaining the approval of the members. Coordination with the university council: The college council receives the agenda and minutes of each session of the university council. It directs the faculty assistants to take the necessary measures regarding its paragraphs and circulate its directives to all members of the Faculty Council, so that they can circulate them to the members of each scientific department.

The first session of the Nursing Faculty Council held on Wednesday Chaired by the Dean of the Faculty 2025/9/17 (Prof. Wissam Jabbar Qasim) Dean of the Faculty of Nursing and attended by the members of the Council
Honoring Assistant Professor Dr. Muhammad Baqir Habib (former head of the Community Health Department) in recognition of his outstanding efforts and contributions to the department and the college.
The Council hosted media officer Mustafa Wajih to talk about the college’s website, the most important developments on the site, the Indico system for scientific activities, and how to electronically enter activities on the site.

The second session of the Nursing Faculty Council was held on Wednesday Chaired by the Dean of the Faculty October 8, 2025 (Prof. Wissam Jabbar Qasim), Dean of the Faculty of Nursing, in the presence of the Council members.
Honoring Assistant Professor Dr. Iman Hussein Alwan (former head of the Mental Health Branch) and Assistant Professor Dr. Alaa Hussein Marza (former head of the Basic Sciences Branch) in recognition of their outstanding efforts and contributions to the branch and the college.

• Approval of the request submitted by the master’s degree student (Hassan Nahil Mahmoud Aziz) accepted at to approve his transfer to the Faculty of Nursing/University of Mosul 2026/ 2025 at his own expense for the academic year due to his very difficult financial circumstances, as his wife is also a graduate student at her own expense at the University of Mosul, his father is deceased, and his mother is ill. He was surprised by the high cost of living in Baghdad, where he cannot afford to pay expenses in Baghdad and Mosul and lives in rented accommodation in Mosul

The second session of the Nursing Faculty Council held on Thursday, the Faculty Chaired by the Dean 2025/10/30 (Prof. Wissam Jabbar Qasim) Dean of the Faculty of Nursing and in the presence of the Council members
The council hosted the student representative (student Mustafa Ali Hussein) to convey the students’ issues and problems, discuss graduation ceremonies, and set dates for the official photo.

The fourth meeting of the College of Nursing Council, held on Thursday, November 27, 2025, was chaired by the Dean of the College (Prof. Wissam Jabbar Qasim) and attended by the Council members
The Dean opened the session by welcoming the attendees, wishing them continued success in serving the college and advancing the educational mission.

First: Awarding Academic Degrees to Graduate Students
The Council reviewed the minutes of the discussions regarding graduate students (Ph.D., Master’s, and Diploma), and approved the conferral of the academic degree to the student (Hussein Sami Najm) and the completion of his graduation procedures
Second: Membership on the Editorial Boards of Scientific Journals The Council approved the participation of faculty members on the editorial boards of scientific journals as follows

♦ Minutes of the Fifth meeting
Chaired by the Dean of the College (Prof. Wissam Jabbar Qasim), Dean of the College of Nursing, and attended by the members of the Council, on December 7, 2025, the fifth session of the College of Nursing Council was held on Sunday,
The Council directed the academic departments and examination committees to ensure full readiness for the final exams for graduate and undergraduate students, to prepare the classrooms, and to organize the exam schedules. It also emphasized the readiness of all departments for visits by institutional accreditation teams and the completion of the requirements of the improvement plan to be submitted to the Ministry to obtain full accreditation, as well as strengthening the college’s role in serving the community through preventive, therapeutic, and rehabilitative care and preserving a sustainable environment.
Session Resolutions
• 12/7/2025 (held on the 4th for faculty members of the Basic Sciences Department) in its session No. (2024/2025): Approval of the submitted proposals regarding the scientific research plan for the academic year for the following faculty members: (Ibtisam Khalaf Abdul Ali) for her research on the effect of aqueous extracts of cloves and lemon peels on white mice, and (Maysa Hamid Abdul Amir) for her research on the analysis of IoT irrigation sensor data, and (Alaa Shaye Shabram) for her book titled “Iraq Drug Guide” with the International Standard Book Number (ISBN) (9-0-8999-9922-978), and (Noor 1 Attachment (Al-Huda Khalil Ibrahim) for her research on emerging biomarkers in primary hypothyroidism.
• For the Faculty Meeting of December 7, 2025, held on the 4th, the Community Health Department, in its session numbered (2024/2025) to approve the submitted proposal regarding the scientific research plan for the academic year (Aisen Kamal Muhammad) for her research on healthcare providers’ knowledge of autism in Baghdad, raising student awareness of sexual harassment, and assessing the prevalence of common tropical childhood diseases in southern Baghdad.
• Approval of the request submitted by graduate student (Master’s/Community Health) Zahra Hassan Ali to amend the title of her thesis to “The Impact of Health Beliefs on University Female Students’ Decisions to Consume Weight-Loss Products” instead of “The Mediating Role of Perceived Independence Between Environmental Accessibility and Activities of Daily Living Among Wheelchair Users.”
• To approve the request for academic deferment submitted by undergraduate student Imad Hussein Ali, who was admitted to the first phase (morning session) of the academic year, due to special financial circumstances and his desire to take a leave of absence from the college, in accordance with examination instructions and Ministry regulations.

The sixth meeting of the College of Nursing Council, held on Sunday, December 21, 2025, was chaired by the Dean of the College (Prof. Wissam Jabbar Qasim) and attended by the Council members
The esteemed Dean congratulated all faculty members on the occasion of the University of Baghdad securing first place in the Iraqi university rankings, praising the efforts made to enhance the university’s academic standing. He also extended his congratulations to the faculty in all academic departments on the conclusion of the first semester, commending their dedication and academic contributions throughout the semester.

Approval of the request submitted by the Chair of the Faculty’s Academic Promotion Committee (Prof. Hussein Hadi Attia) and the recommendation to forward the academic promotion file of faculty member (Haider Jassim Hamid) for his promotion from the rank of “Lecturer” to the rank of “Assistant Professor,” as per Attachment (1), and to submit it to the Central Academic Promotion Committee at the University Presidency for the issuance of a university decree.

Approval of the scientific research plans submitted by the academic departments for the 2025/2026 academic year for the Community Health Department at its 4th meeting on 12/21/2025 for the faculty member (Mohammed Baqir Habib) for his research on female students’ readiness for physical exercise and the prediction of hearing aid use among the elderly, and for the Basic Sciences Department at its 4th session on December 21, 2025, for lecturers Dr. Noor al-Huda Khalil Ibrahim and Dr. Wessana Jumaa Muhammad for their joint research on inflammatory response and metabolism in hypothyroidism, and to the Basic Nursing Division at its 4th session on December 3, 2025, for faculty members (Diaa Abdul-Kazim Jabr) and (Iman Abdul-Jabbar Jamal) for their research on symbolism and manifestations of identity in the poetry of Salah Niazi and religious intertextuality in the poetry of Dr. Faleh Al-Rakabi.

Approval of the request submitted by doctoral student (Zahra Hassan Hanoun) of the Community Health Department to amend the title of her dissertation to (Efficacy of the expanded health belief model-based intervention in older adults’ fall prevention: A randomized controlled trial).
Approval of the unanimous ratification of the final exam results for the first semester of the 2025–2026 academic year for all levels and higher degrees, with a 100% pass rate for the doctoral level for 66 students, an overall success rate of 94.18% for the college at the master’s level for 86 students, and an overall success rate of 86.66% for the college at the higher diploma level for 15 students.

The esteemed Dean of the College opened the session by welcoming the distinguished members of the Council. The Council hosted the student representative (Mustafa Ali Hussein) to discuss the most prominent issues and obstacles facing students during the exam period and to propose effective mechanisms to foster a spirit of academic and positive competition among students. The Council also congratulated the publication of the first issue of the annual scientific and cultural journal “Treasures of Nursing,” which focuses on the College’s activities. The Dean congratulated the faculty, staff, and students on the college’s achievement of first place in the national rankings for the fourth consecutive year, while emphasizing strict adherence to official working hours, reviewing regulations regarding extensions and deferrals for graduate students, and directing the activation of educational counseling and psychological guidance committees for students.

Approval of the request submitted by the faculty member in the Adult Nursing Department (Prof. Waddah Kamel Muhammad) to extend her employment upon reaching the legal retirement age, to continue her academic contributions in teaching and supervising graduate students (Master’s and Doctorate) in accordance with current ministerial regulations and instructions.
Approval of the request submitted by Prof. Sadiq Abdul Hussein Hassan regarding the approval of joint academic supervision for the doctoral student Omar Thamer Hajim, and the appointment of Dr. Yusrita Zolkefli from the University of Brunei Darussalam as a co-supervisor, as attached (1).
Approval of the humanitarian requests submitted by undergraduate students (Morning Private Government Education Track – Parallel) to reduce tuition fees by 10% for the current academic year for: student Ali Jawad Kazim due to his poor health and financial condition, and student Hanin Imad Muhammad because her family is covered by the social welfare network and is experiencing financial hardship.
Approval of the final exam results for the first semester of the 2025/2026 academic year and the pass rates for undergraduate students in the second, third, and fourth academic years.

The esteemed Dean of the College opened the session by welcoming the distinguished members of the Council and reviewed the University Council’s directives regarding the necessity of ensuring that faculty members meet the legal teaching load requirements, guaranteeing the quality of the educational process to enable the University to achieve advanced global rankings, and preparing an action plan to develop the teaching staff, as well as consolidating Green Belt indicators and expanding the use of clean energy, and updating the vision, mission, and objectives annually while incorporating digital transformation and artificial intelligence into future plans.

The ninth meeting of the College of Nursing Council, chaired by the Dean of the College (Prof. Wissam Jabbar Qasim) and attended by the Council members
The Council hosted the student representative (Mustafa Ali Hussein) to discuss pressing student issues and preparations for the graduation of fourth-year students, including setting dates for thesis defense and final exams, administering the oath, and providing guidance on completing all coursework and adhering to the academic calendar, and ensuring high readiness for the Ministry’s assessment exams, including the preparation of exam halls and logistical support. The Council also received the Question Bank Committees for the assessment exams, particularly since the College chairs the Committee of Deans of Nursing Colleges in Iraq. Additionally, the Council directed the Engineering Department to continue maintenance work on all college facilities.

Approval of the request submitted regarding the doctoral thesis of (Marwan Thamer Hajim) and the primary supervisor (Prof. Dr. Muhammad Baqir Abbas), to approve joint academic supervision and appoint (Dr. Sadiq Habib Abdul Hussein), specializing in (Control and Computer Engineering), as a second co-supervisor to benefit from engineering expertise in developing a medical prediction tool based on artificial intelligence and machine learning technologies.
Approval of the request submitted by (Assoc. Prof. Wafa Abdul Ali Hatab) to implement the provisions of the joint international memorandum of understanding with (Kurdistan University of Medical Sciences) to appoint her as supervisor of the master’s thesis for the Iraqi scholarship student (Firas Ali Shaker).
Approval of the request regarding the official invitation from the Presidency of Mansoura University (College of Nursing) in the Arab Republic of Egypt to appoint Prof. Qahtan Qasim Muhammad as the second supervisor for the doctoral dissertation of the Iraqi student Raad Hashim Zameem, in order to enhance the college’s academic standing.
Approval of the request submitted by Assoc. Prof. Noor al-Huda Khalil Ibrahim and acceptance of her membership on the editorial board of an Iraqi scientific journal indexed in the global Scopus database, as attached in Appendix 2.
Approval and ratification of the minutes regarding the formation of discussion committees for master’s theses and doctoral dissertations for a number of our graduate students, in accordance with specific specializations and applicable regulations.
Approval of the request submitted by the Director of the Registration Division (Prof. Nuha Anaya Hajim) to correct a clerical error in the cumulative GPA of undergraduate graduate student (Zahra Ibrahim Hadi Hussein) to be (82.7045) instead of (83.7045), and to submit the proposal to the University Presidency to amend the university decree issued under No. (Sh T / Kh / 7607) on 9/14/2025, as attached (3).
Unanimous approval to ratify and adopt the final exam results for the first semester of first-year students admitted under the Bologna Process for the current academic year and to announce them to the students.
